National plan aims to control pollution
The Government plans to crack down on environmental pollution in the industry sector following the recent approval of an environmental plan by Prime Minister Phan Van Khai.

19 December 2005 (Vietnam) – The national plan sets out a number of ambitious targets for the next five years.

Under the plan, the Government aims to survey and treat 70% of the nation's refuses.

Ha Long Bay, a world cultural heritage site located in the northern province of Quang Ninh, is also an environmental treasure to be preserved.
 

The plan also aims to treat 90% of Vietnam's urban and industrial solid waste, more than 60% of dangerous industrial waste and all of the country's dangerous medical refuse.

The Government will also focus on controlling industrial pollution from the production of chemicals, textiles, leather shoes, paper and food.

In addition, the plan aims to carry out international treaties signed by Vietnam on the control of environmental pollution.

The plan is not without challenges, one of which includes the cleaning up of land containing toxic chemicals sprayed by the US army during the American War.

Several general objectives have been identified in the plan. These include finalising related legal documents and policies and developing a national data-base on the sources, types and quantity of waste produced across the country.

Other objectives include the control of transboundary pollution, with a focus on cleaning up rivers and open seas that allow waste from neighbouring countries to enter Vietnam.

Among the conventions to be implemented are the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and the Stockholm Convention on Persistent Organic Pollutants.

The plan, to fall under the jurisdiction of the Ministry of Natural Resources and Environment, puts forth some measures to meet the set targets.

The Government will boost scientific research to allow the transfer of up-to-date data and the application of environment-friendly technology into the country.

Funds for the plan's implementation would be sourced from an increase in the State budget and Official Development Assistance (ODA) capital.

The Government is also planning to expand international co-operation and heighten its efficiency in controlling environmental contamination.
