ON WASTE SHIPMENTS BODY

-- The EU Council of Ministers
on April 29 formally adopted a series of decisions on
environmental legislation, including, a Regulation laying
down rules and procedures for shipments of certain types of
waste to some non-OECD member countries. A draft
Regulation on exports of certain types of waste to non-OECD
member countries was tabled in February 1995 by the European
Commission. It aims to give non-Organisation for Economic
Cooperation and Development countries that trade with the EU
the chance to say whether they are prepared to accept waste
listed under the "green" category covered by the Regulation
exported from EU -based factories. In the event of a
refusal, the new Regulation will forbid all waste exports to
these countries except in cases where specific transport
arrangements have been given the go-ahead. If a non-OECD
country, and in particular a developing country, does not
object to this type of import, the waste may be trade
freely, but only if the exporting company can establish that
the importing state has the necessary waste recycling
facilities.
